Support For Managers


​A managerial role includes various responsibilities and duties, however one of the most challenging is managing people. Managers have both the opportunity and responsibility to create supportive work environments that promote 
employee wellbeing. 

Good managers need to be aware that to be supportive they first need to take care of their own wellbeing. Hence, it is important they take responsibility for their attitudes and behavi​our and how these impact their team. One way of doing this is by knowing what support services are available and accessing them should you feel the need.  


Employees being reviewed by the Medical Board can be referred to the Employee Support Programme for further support in relation to their employment and also personal life. Such support can also be of essence in situations of sickness absence and return to work process. As part of the supportive course of action, the Employee Support Programme also maintains liaison between the Medical Board and workplace.

Consultation Meetings


The Employee Support Programme (ESP) offers a confidential support service for employees in managerial roles within the public service. This service aims to assist managers in navigating challenges that may arise in the course of supporting their staff’s wellbeing through one-on-one consultation meetings, Managers can discuss concerns or difficulties they may be facing and receive guidance on best practices for managing and supporting their teams effectively. The objective is to foster a positive, healthy ​and productive work environment.

To access this service managers are requested to send an ​email on [email protected] and an​​ ESP representative will be in touch to arrange a consultation at a convenient​ time. The representative can also provide guidance on how employees may be referred to the ESP including the steps for initiating a formal referral, if required.


Return to Work


When an​ employee is returning to work following long-term sickness absence, the ESP Unit can provide support to ensure a smooth transition back to work. Support is provided to both the employee and the department, as required, and may include work visits as necessary.

Medical Board


Management can also be supported through the Medical Board. The Medical Board, which falls under the remit of the P&SD, aims to encourage public employees to remain in employment and its primary role is to provide professional guidance and support to employees in terms of occupational health.  The Medical Board is composed of a multidisciplinary team of professionals which provide recommendations on issues related to the impact of the employee’s health issues on performance at work.  Following a professional review of the case, the Medical Board will then make any necessary recommendations with a view to support the employee whilst at the same time assist management as necessary.

Crisis intervention


​​​​The ESP provides support to departments who have experienced critical or traumatic incidents at the workplace, such as the sudden death of a colleague, violence or aggression. In these situations, the ESP can provide both immediate support on premises as well as follow-up support individually and as a team.
